Labour Hire Licence
The Labour Hire Authority is an independent statutory authority responsible for licensing and regulating labour hire services in Victoria, as mandated by the Labour Hire Licensing Act 2018. This Act established a licensing scheme for labour hire providers across all industry sectors, responding to the Victorian Inquiry into the Labour Hire Industry and Insecure Work, which revealed widespread abuse and exploitation of labour hire workers.
Key elements of the licensing scheme include:
- Labour hire providers must be licensed to operate in Victoria.
- Businesses engaging labour hire providers must only work with licensed operators.
- Labour hire providers are required to report annually on their activities.
The Labour Hire Authority oversees the licensing of providers and conducts education, enforcement, and compliance activities. This ensures protection for workers against exploitation by unlicensed providers and host businesses that do not engage licensed operators.
The scheme aims to create a level playing field, allowing reputable labour providers to compete fairly without the threat of unscrupulous operators, while safeguarding labour hire workers from exploitation. Licenses are issued by the Labour Hire Licensing Authority and are valid for three years.
GBS Recruitment was granted its Labour Hire License (License number: VICLHL01242) in October 2019, coinciding with the program’s launch. Our current license remains valid until October 25, 2025. As the License Holder, GBS Recruitment Pty Ltd is authorized to provide labour hire services in accordance with the Act’s specified conditions.
To obtain this licence, GBS Recruitment underwent a “fit and proper person test” and demonstrated compliance with workplace laws, labour hire regulations, and minimum accommodation standards. We are also required to report our activities annually, with financial penalties imposed for non-compliance on both recruitment organizations and businesses engaging in labour hire without a license or through unlicensed entities.
